Mexico anti-dumping on China's semi-steel tyres, preliminary ruling announced!

On April 5, the Mexican investigating authority issued a preliminary ruling on the anti-dumping investigation of Chinese passenger car and light truck tyres, ruling that imports from China of the investigated products on the Mexican domestic industry there is a threat of injury, and at the same time decided to temporarily (the preliminary ruling to the final ruling of about half a year's timeframe) not to impose provisional anti-dumping duties. The Chinese side has 20 working days to submit comments on the preliminary ruling, corresponding to the deadline of 6 May 2024 for comments.
It is understood that the Mexican investigating authority in the preliminary ruling, only found that there is a threat of injury and decided not to implement provisional measures, indicating that the China Rubber Industry Association (CRIA) organised by the industry without prejudice to defend the work has played a certain effect.
On 5 April 2023, the Mexican investigating authority initiated an anti-dumping investigation into imports of passenger car and light truck tyres from China at the request of the applicants (Bridgestone, Tornel, Ma, Michelin) and their representative, the Mexican National Institute of Rubber Industries (CNIH).
The case covers the period from 1 July 2021 to 30 June 2022 for the dumping investigation and from 1 July 2019 to 30 June 2022 for the damage analysis.
