Work together to deal with the sunset review of the Brazilian agricultural tire anti-dumping case!

On March 3, the China Rubber Industry Association's "Brazil Anti-dumping Sunset Review Case of Agricultural Tires in China" response coordination meeting was held by video.

Lei Changchun, vice president and secretary general of China Rubber Association, first introduced the case.

It is reported that on February 17, at the request of the National Tire Industry Association of Brazil, Brazil initiated the first anti-dumping sunset review investigation on Chinese agricultural tires. The dumping investigation period is July 2020 to June 2021, and the injury investigation period is July 2016 to June 2021. The applicant uses the United States as a surrogate country and accuses my product of a dumping margin of 165%.

The customs data of the products involved in China and Brazil are quite different. During the dumping investigation period, the Brazilian Customs determined that the weight of the involved products imported from China was 35,822.38 tons, accounting for 53% of the total import weight of Brazil; According to Chinese customs data, during the investigation period, the weight of the products involved in the case exported to Brazil was about 20,878.53 tons, accounting for 3.68% of the total global export weight; the export delivery value was 40.8658 million US dollars, accounting for 2.85% of the total export value.

The questionnaire submission date is March 30 and can be extended to April 29.

The applicant designated Guizhou Tire, Qingdao Dongfang Industrial Group, Qingdao Qihang, Trelleborg (Xingtai), and Zhongce Rubber as sampling enterprises to be compelled to respond to the lawsuit.

Su Xuxia (first-level researcher) from the Export Division of the Trade Remedy Bureau of the Ministry of Commerce made a speech via video. Su Xuxia introduced that the bilateral economic and trade environment between China and Brazil is conducive to enterprises responding to lawsuits; Brazil's trade remedy policy has made new adjustments, which is beneficial to Chinese enterprises. Enterprises are required to actively respond to complaints, submit answer sheets, and especially submit domestic sales and cost data. Only when there is enough sample data to prove that my country is a market-oriented behavior, and Brazil recognizes China's market economy status, can the case have the opportunity to obtain a lower tax rate.

Relevant leaders and persons in charge of the Department of Commerce of Shandong Province, Hebei Province and Guizhou Province attended the meeting.

The lawyers of the five law firms introduced the main points of responding to the lawsuit and the corporate response strategies, and answered the inquiries of some companies.

The China Rubber Association requires that the companies involved in the dumping case should consult relevant law firms after the meeting, and they can report any difficulties and problems to the association at any time;

Regarding the defense of industry damage, China Rubber Association will also organize defenses including the struggle for market economy status, surrogate country and public interests as soon as possible after soliciting the will of enterprises.

The sampling enterprises and relevant export enterprises designated by the applicant of the case will participate in the meeting.
