July 28, South Africa's International Trade Administration Commission (ITAC) issued a notice on imports from China's motor vehicle minibus tires and truck tires products to make a final anti-dumping ruling, decided to impose duties.
Among them, the duty rate of sampled enterprises is 0 to 43.6%; the duty rate of unsampled cooperative enterprises is 14.56%, and the duty rate of other enterprises is 41.47%.
Under the joint efforts of China Rubber Industry Association and responding enterprises, this is the case of South Africa's anti-dumping investigation of Chinese products in recent years, the individual tax rate and the average level of the tax rate is lower, and there are also enterprises to obtain a negligible tax rate.
During the sampling procedure, China Rubber Industry Association submitted a large number of comments, and China's Ministry of Commerce also expressed great concern and communicated with ITAC for many times, which guaranteed the smooth progress of the sampling procedure.
In the letter from ITAC to the Association's front lawyers, ITAC also introduced South Africa's Department of Trade, Industry and Competition expressed concern that the adoption of anti-dumping may lead to an increase in the price of tires in the domestic market of South Africa, and is communicating with South Africa's domestic tire producers, to constrain the behavior of a substantial increase in prices.
If the subsequent South African domestic producers violate the price constraints, a substantial increase in prices, the South African Department of Trade, Industry and Competition will request the Department of Finance to suspend the implementation of anti-dumping measures.
