Among them, in the "high pollution, high environmental risk" product catalog (new part), the accelerator TBBS (formerly known as NS) (except oxygen oxidation method), insoluble sulfur (except continuous method) 2 products; In the list of excluded processes (new part) for "high pollution and high environmental risk" products, the accelerator TBBS produced by the oxygen oxidation process and the insoluble sulfur produced by the continuous process have been excluded.

After receiving the notice from the Ministry of Ecology and Environment for soliciting opinions, the Rubber Additives Professional Committee of China Rubber Industry Association conducted in-depth communication with major relevant manufacturers, and combined the development status of cleaner production and green technology in the rubber additives industry in recent years, as well as downstream Regarding the use of enterprises, the industry’s opinions and suggestions were fed back to the Ministry of Ecology and Environment in the form of China Rubber Association (2021) No. 20 document.

China Rubber Association recommends that, first, delete the accelerator TBBS product from the "high pollution, high environmental risk" product catalog and the "high pollution, high environmental risk" product list of excluded processes; second, in the above two catalogs, right Insoluble sulfur products increase batch production process.

The accelerator TBBS is a green product that replaces the accelerator NOBS (containing nitrosamines). It belongs to primary amines and does not produce nitrosamines. The output in 2020 will be 84,000 tons. There is currently no alternative product, and this product has been listed Green tire raw material catalog of the Ministry of Industry and Information Technology.

In recent years, the rubber additives industry has been organizing technological breakthroughs for new processes, and has greatly reduced the amount of "three wastes" generated through clean production processes. However, the current oxygen oxidation TBBS production process is still in innovative trials, and the oxygen oxidation process itself also has a safety risk of explosion. There are no industrialized devices at home and abroad. Therefore, China Rubber Association recommends the use of "high pollution and high environmental risk" products. It will be deleted from the list, and after the industrialization of cleaner production processes, the "double high" list will be adopted to further improve the overall level of new processes and cleaner production processes.
