A regulation adding motor vehicle tires containing 6PPD to the state's Priority Products List will go into effect on October 1, 2023, due to a rule adopted in 2022 by the California Department of Toxic Substances Control (DTSC).
The rule requires that domestic and foreign manufacturers must notify DTSC by Nov. 30, 2023, if tires containing 6PPD are entering the stream of commerce in California.DTSC is working with the U.S. Tire Manufacturers Association (USTMA) to help tire manufacturers get a handle on the process.
Dr. Meredith Williams, Director of DTSC, said, "We are working with the U.S. EPA, other states, researchers and the Tire Manufacturers Association to find a path to make tires safer for the environment without compromising road safety."
DTSC Deputy Director Karl Palmer said, "DTSC's alternatives analysis process requires manufacturers to identify, and compare the impacts of, potential alternatives to chemicals of concern throughout the product's lifecycle.6PPD plays a critical role in the safety of tires on California's roadways, and there are no widely available safer alternatives. Therefore, our framework is ideally suited to identify alternatives to 6PPD to ensure the continued safety of tires on California roads while protecting California's fish populations and the communities that depend on them."
